The PACER Plus Implementation Unit is looking for a Communications Specialist to join the team based in Apia, Samoa.

This job opportunity is open to all nationalities, and the successful candidate will be eligible for expatriate support including housing and education allowance and mobilisation support for relocation to Apia, Samoa. Applicants who are Samoan nationals are not eligible for the expatriate allowances.

About the role

The Communications Specialist will be responsible for leading the planning, coordination, and delivery of PPIU’s communications, public diplomacy, and branding initiatives. The role ensures strong public and stakeholder engagement, enhances visibility, and supports the effective dissemination of PPIU’s work, delivery of the PACER Plus DEC Work Programme, and achievements. The role will lead strategic communications planning, media and stakeholder engagement, branding and content management, and the management of PPIU’s digital platforms, including its website and social media channels.

What we are looking for

The PPIU is seeking a highly experienced communications professional with a relevant university degree (in Communication, Marketing, Public Affairs, or a related field) and at least 10 years’ experience in communication management across digital and print channels, including the development and implementation of communication strategies, ideally within international development or aid-for-trade organisations in the Pacific.

The ideal candidate must demonstrate a strong track record of delivering successful communication campaigns, including media outreach and social media content creation, along with expert knowledge of web-based publishing, social media, and other communications tools. They should have excellent writing, editing, and oral communication skills in English (and preferably a Pacific language), and be highly competent in the use of information and communication technologies. A demonstrated ability to build rapport and productive relationships with stakeholders across public, private, and non-government sectors in a Pacific setting, strong organisational and time-management skills, cultural adaptability, and a positive, collaborative approach with a mentoring/peer-support mindset are highly valued.
