PACER Plus Implementation Unit
The PACER Plus Implementation Unit (PPIU) is seeking a Consultant or consultancy firm to deliver the Tonga Digital Trade Accelerator for MSMEs, a six-month engagement to build the online trade capability of Tongan micro, small and medium-sized enterprises (MSMEs). The role is based remotely, with travel to Tonga.
Preference will be given to Tongan nationals or Tongan consultancy firms. Where the required expertise is not available nationally, suitably qualified regional consultants or consultancy firms with demonstrated experience in Tonga and the Pacific Islands region may be considered.
About the role
The Consultant will strengthen the capacity of selected Tongan MSMEs – prioritising the food, kava and tourism industries – to establish and grow online sales. Working with the Ministry of Commerce, Consumer, Trade, Innovation & Labour (MCCTIL), the Consultant will conduct digital business diagnostics, develop individual Digital Trade Work Plans, and deliver hands-on coaching, technical assistance, workshops and peer-learning sessions to help businesses adopt digital sales channels, digital payments, online marketing and customer engagement tools. The Consultant will also monitor business progress against agreed indicators, document lessons learned and business case studies, and provide recommendations for scaling the initiative nationally.
The assignment is expected to commence in August 2026 and run for approximately six months, reporting to the Trade in Services and Investment Adviser.
