PACER Plus Implementation Unit
The PACER Plus Implementation Unit (PPIU), in partnership with the Government of Kiribati, is seeking a Consultant or consultancy firm to strengthen the capacity of the Kiribati Ministry of Tourism, Commerce, Industry and Cooperatives (MTCIC) to deliver MSME Business Development Training. This three-month engagement will support the review and enhancement of entrepreneurship and financial management training programmes for Micro, Small and Medium Enterprises (MSMEs) in Kiribati. The role is based remotely, with travel to Kiribati.
Preference will be given to Kiribati nationals or Kiribati consultancy firms. Where the required expertise is not available nationally, suitably qualified regional consultants with demonstrated experience in Kiribati and the Pacific Islands region may be considered.
About the role
The Consultant will review and update existing Start Your Business (SYB) and Accounting & Financial Reporting training modules delivered by MTCIC’s Business Promotion Division. The assignment will ensure that training content remains relevant, practical and responsive to the needs of Kiribati’s MSMEs. The Consultant will develop standardised, competency-based training materials, including facilitator guides, participant workbooks, presentation slides, templates and assessment tools to support the consistent delivery of business development training nationwide.
The Consultant will also design and deliver a Training of Trainers (ToT) programme to strengthen the knowledge, facilitation skills and confidence of MTCIC staff to independently deliver business development training and advisory services. The assignment is expected to commence in September 2026 and run for approximately three months, reporting to the Trade in Services and Investment Adviser.

What we are looking for
The PPIU is seeking a Consultant or consultancy firm with a tertiary qualification in Business Administration, Entrepreneurship, Commerce, Accounting, Finance, Economics, Adult Education, Training and Development, or another relevant discipline. Applicants should demonstrate experience in MSME development, entrepreneurship training, business advisory services or private sector development, as well as experience developing business training curricula and learning materials. Experience designing and delivering Training of Trainers programmes and building institutional training capacity will be highly regarded.
Preference will be given to consultants with experience supporting MSME development or entrepreneurship training in Pacific Island countries or other Small Island Developing States. Strong facilitation, stakeholder engagement, report writing and communication skills are essential.
