PACER Plus Implementation Unit (PPIU) 

The Pacific Agreement on Closer Economic Relations (PACER) Plus Implementation Unit (PPIU) is seeking a qualified Trade Remedies Expert to develop a Manual of Standard Operating Procedures for Trade Remedies, Emergency Measures and Capacity Building for the new Vanuatu Competition and Consumer Commission (VCCC) framework. This three-month assignment will be undertaken remotely, with travel to Vanuatu, and is expected to commence in January 2027. 

Suitably qualified national, regional and international consultants or consultancy firms with substantial experience in trade remedies, regulatory frameworks, institutional development and capacity building are encouraged to apply. 

About the Role 

The Consultant will work closely with the PPIU, the Bureau of Price Monitoring and Consumer Affairs and the developing VCCC framework to strengthen Vanuatu’s institutional capacity to administer trade remedies and emergency protective measures. 

The Consultant will review the relevant anti-dumping, countervailing, safeguard, essential security and balance of payments measures, and develop a practical procedural manual containing detailed standard operating procedures. The procedures must align with relevant World Trade Organization agreements and Vanuatu’s national legislative requirements. 

The assignment will also include a Train-the-Trainer programme to support institutional capability and operational self-reliance within the proposed VCCC Inter-Agency Regulatory Network. Key outputs will include an Inception Report and Work Plan, a draft Manual of SOPs, training of trainers, validation of the manual, and a Final Report. 

The consultancy will be completed over a period of no longer than three months, with indicative delivery from January to March 2027. The Consultant will report to the Trade in Goods Adviser at the PPIU and the Chief Executive Officer of the Bureau of Price Monitoring and Consumer Affairs and VCCC framework. 

Qualifications and Experience 

Applicants should possess: 

  • A Master’s degree or higher in International Law, Trade Law, Economics, Public Policy, or a related discipline. 
  • A minimum of 10–12 years of relevant professional experience in trade remedies within a competition authority, international trade body or legal practice. 
  • Proven expertise in drafting standard operating procedures, trade policy operational manuals and regulatory frameworks in developing countries or small island states. 
  • Proven expertise in designing and delivering Train-the-Trainer programmes, executive capacity building and institutional development in developing countries or small island states. 
  • Strong analytical, facilitation, stakeholder engagement and report-writing skills, together with excellent written and spoken English.
