PACER Plus Implementation Unit (PPIU) 

The Pacific Agreement on Closer Economic Relations (PACER) Plus Implementation Unit (PPIU) is seeking a suitably qualified customs modernisation and business process specialist, or consultancy firm, to review and update the Standard Operating Procedures, workflows, policies and operational manuals of the Solomon Islands Customs and Excise Division (SICED). The six-month assignment will be undertaken remotely, with travel to Solomon Islands. 

Qualified national, regional and international consultants or consultancy firms with substantial experience in customs administration, business process analysis and reengineering, customs modernisation and institutional capacity building are encouraged to apply. 

About the Role 

The Consultant will work closely with PPIU and SICED to strengthen operational effectiveness, compliance, service delivery and institutional capacity across customs functions. 

The assignment will include reviewing existing policies, procedures, workflows and manuals; conducting gap and business process analyses; mapping and improving end-to-end customs processes; and developing or updating SOPs and workflows that align with legislation, the ASYCUDA World environment and organisational reform priorities. 

The Consultant will consult with customs management and staff and, where required, other government agencies, border agencies, private sector representatives and development partners. The work will also include validation workshops, technical support, coaching, mentoring and knowledge transfer. 

Key outputs will include a process review and assessment, process maps and business process analysis, validated current and future processes, new and revised SOPs and workflows, a technical support and capacity-building plan, and final approved SOP and workflow packages in editable electronic formats. The Consultant will report to the PPIU Trade in Goods Adviser and the SICED team. 

Qualifications and Experience 

Applicants should possess: 

  • A bachelor’s degree in Customs Administration, International Trade, Public Administration or a related discipline. Relevant professional certification in project management, customs modernisation or information technology systems would be an advantage. 
  • At least 10 years of professional experience in business process analysis and reengineering, preferably involving customs clearance processes and ASYCUDA World. 
  • Proven experience conducting diagnostic reviews, business process analyses, gap assessments and modernisation roadmaps. 
  • Strong technical knowledge of customs procedures, the WTO Trade Facilitation Agreement, World Customs Organization standards and instruments, and international good practice in customs modernisation and border management. 
  • Experience working with government customs authorities and international development partners, together with strong analytical, reporting and stakeholder engagement skills and excellent written and spoken English.
