PACER Plus Implementation Unit

The PACER Plus Implementation Unit (PPIU), in partnership with the Government of Solomon Islands, is seeking a Consultant or consultancy firm to develop a Digital Trade Training Package for Solomon Islands MSMEs and Entrepreneurs, a three-month engagement to equip local businesses with practical e-commerce skills. The role is based remotely, with travel to Solomon Islands.

Preference will be given to Solomon Islands nationals or Solomon Islands consultancy firms. Where the required expertise is not available nationally, suitably qualified regional consultants with demonstrated experience in Solomon Islands and the Pacific Islands region may be considered.

About the role

The Consultant will develop a practical, competency-based Digital Trade Training Package that equips Solomon Islands MSMEs and entrepreneurs with the knowledge and skills to establish an online presence, market products digitally, and sell goods online through e-commerce. The package will cover business planning, product development, branding and packaging, online stores and marketplaces, digital payments, supply chain and logistics, cross-border e-commerce, digital marketing, customer service, business analytics, and relevant legal and regulatory requirements, supported by a Trainer’s Guide, Participant Workbook, PowerPoint presentations, practical exercises and business templates.

The Consultant will also strengthen national capacity by delivering a Training of Trainers (ToT) programme for nominated government officials and business support organisations, with the Solomon Islands Digital Co-Creation Hub (DCCH) serving as the institutional delivery vehicle for the initiative. The assignment is expected to commence in August 2026 and run for approximately three months, reporting to the Trade in Services and Investment Adviser.

What we are looking for

The PPIU is seeking a Consultant or consultancy firm with a tertiary qualification in Business, Marketing, Digital Commerce, Information Technology, Education, Entrepreneurship, International Trade, Communications, or another relevant discipline, along with demonstrated experience in digital trade, e-commerce and MSME digital transformation.
