The PACER Plus Implementation Unit is looking for a Labour Mobility Adviser to join the team based in Apia, Samoa.
This job opportunity is open to all nationalities with candidates from PACER Plus member countries and the Pacific region encouraged to apply. The successful candidate will be eligible for expatriate support including housing allowance and mobilisation support for relocation to Apia, Samoa. Applicants who are Samoan nationals are not eligible for the expatriate allowances.
About the role
The Labour Mobility Adviser provides strategic and technical advice on labour mobility policies, programmes and institutional frameworks to support PACER Plus Parties in implementing the PACER Plus Arrangement on Labour Mobility (ALM) and advancing the labour mobility priorities of the DEC Work Programme. The role is responsible for delivering technical assistance to strengthen labour mobility governance, institutional capacity, skills development, worker welfare, qualifications recognition and reintegration systems, while promoting regional cooperation and alignment with international good practice. The Adviser works closely with PACER Plus Parties, employers, labour sending units, regional organisations, development partners and other stakeholders to strengthen labour mobility systems and maximise the development impact of labour mobility across the Pacific.

What we are looking for
The PPIU is seeking a highly experienced labour mobility professional with a university degree in economics, international development or a related field (postgraduate qualifications desirable), and at least 10 years’ experience in labour mobility policy, programme implementation and technical advisery services, including experience in reintegration and institutional capacity strengthening. Demonstrated experience working with Pacific Island governments, regional organisations and development partners is essential.
The ideal candidate will have strong knowledge of regional labour mobility frameworks, policies and programmes, including temporary labour migration schemes and migration governance in the Pacific context, along with a good working knowledge of Pacific labour mobility systems, workforce development priorities and institutional capacity needs. They should have strong written and verbal communication skills, highly developed negotiation, facilitation and influencing skills, and a demonstrated understanding of gender equality, disability and social inclusion (GEDSI), safeguarding, worker welfare and climate considerations. The ability to mentor, motivate and build effective teams, and to establish rapport across diverse cultures and stakeholders, is highly valued.
