PACER Plus Implementation Unit

The PACER Plus Implementation Unit is looking for a Monitoring, Evaluation, Learning and Adaptation (MELA) Specialist to join the team based in Apia, Samoa.

This job opportunity is open to all nationalities, and the successful candidate will be eligible for expatriate support including housing and education allowance and mobilisation support for relocation to Apia, Samoa. Applicants who are Samoan nationals are not eligible for the expatriate allowances.

About the role

The MELA Specialist will be the technical lead for Monitoring, Evaluation, Learning and Adaptation (MELA) activities across the Implementation Unit (IU), responsible for managing evaluations, assessments, and technical activities, and translating evidence into practical guidance for implementation. The role will drive organisation-wide MELA planning, strengthen data quality assurance systems, and deliver evidence-based insights, dashboards, and reporting tools to support adaptive management. It will also build MELA capacity across PPIU and its partners, and contribute to high-quality reporting and impact communication that articulates results, impact, and lessons learned.

What we are looking for

The PPIU is seeking an experienced MELA professional with a Master’s degree (in international development, economics, statistics, research methods, political science, public policy, social science, or a related field) and at least 7 years’ relevant Monitoring, Evaluation, Learning and Adaptation experience, including data analysis and assessment, designing evaluation methodologies, indicator development, and applying data quality verification techniques on large development projects.

The ideal candidate must have proven experience conducting training and capacity development activities and facilitating learning events, along with prior experience working on aid-funded projects and familiarity with DFAT/MFAT policies related to evaluation and performance management. They should have excellent written and oral communication skills in English, a demonstrated ability to build rapport and productive relationships with colleagues and external stakeholders across public, private, and non-government sectors in a Pacific setting, strong organisational skills, a professional and responsive approach, and be a positive team player with a strong mentoring/peer-support mindset.
