PACER Plus Implementation Unit
The PACER Plus Implementation Unit is looking for an Operations and Secretariat Manager to join the team based in Apia, Samoa.
This job opportunity is open to all nationalities, and the successful candidate will be eligible for expatriate support including housing and education allowance and mobilisation support for relocation to Apia, Samoa. Applicants who are Samoan nationals are not eligible for the expatriate allowances.
About the role
The Operations and Secretariat Manager will be responsible for assisting the Implementation Unit (IU) Head to manage and deliver the operational functions of the IU, ensuring operational efficiency and meeting quality assurance requirements of the Parties. The Operations and Secretariat Manager will oversee the IU office management with support staff and ensure that IU processes and procedures are effectively implemented. The role will require significant budget, financial management and procurement skills, and will lead the development of the PPIU’s annual work plan budgets and financial reporting. The role will provide Secretariat services to the Joint Committee (JC) and other PACER Plus Committees.

What we are looking for
The PPIU is seeking a highly experienced senior operational manager with a relevant university degree (in economics, accounting, finance, international trade or a related field) and at least 10 years experience in a senior operational role, ideally within international development or aid-for-trade organisations in the Pacific.
The ideal candidate must demonstrate strong financial management expertise (budgeting, forecasting, planning and reporting), solid technical knowledge across procurement, HR, contracting, information systems, security and office management, and proven experience providing high-level secretariat support to peak decision-making bodies. They should have a track record of building and managing constructive stakeholder relationships across the Pacific, leading and developing teams, and delivering operational support in a development context. Strong interpersonal and communication skills (English and preferably a Pacific language), project management experience, cultural adaptability, mentoring ability, and a professional, organised, and collaborative approach are highly valued.
