PACER Plus Implementation Unit

The PACER Plus Implementation Unit is looking for a Performance Manager to join the team based in Apia, Samoa.

This job opportunity is open to all nationalities, and the successful candidate will be eligible for expatriate support including housing and education allowance and mobilisation support for relocation to Apia, Samoa. Applicants who are Samoan nationals are not eligible for the expatriate allowances.

About the role

The Performance Manager oversees the contributions made by donors for PACER Plus. Predominantly focused on the DEC Work Program, the Performance Manager will ensure activities are crafted strategically; integrate cross-cutting issues; measured accurately and responsively; and reported on in a timely fashion with a focus on outcomes and lessons learnt. The Performance Manager is a driver of adaptive management and continuous improvement for the PPIU’s DEC Work Programme delivery.

What we are looking for

The PPIU is seeking a strategic and experienced Performance Manager with a Bachelor’s degree in public administration, accounting, business administration, economics or a related field, plus at least five years of relevant experience in financial reporting, performance management, strategic planning or analytical work, and a minimum of 10 years in senior operational management roles — preferably within international development or aid-for-trade organisations in the Pacific.

The ideal candidate must demonstrate strong strategic thinking, analytical skills, and proven expertise in monitoring, evaluation, learning and adaptation (MELA) to lead the design and implementation of a results-oriented DEC Work Programme, develop robust MELA frameworks, drive adaptive management and innovation, oversee performance reporting, integrate GEDSI and sustainability considerations, and support evidence-based decision-making. They will also manage communications and governance activities, including delivering a PACER Plus Communications Strategy, preparing high-level reports and advice for Joint Committee and other governance bodies, and strengthening trade data systems across Pacific Parties.

The candidate should possess excellent communication and stakeholder engagement skills (English and preferably a Pacific language), strong organisational and project management abilities, high ICT competency, and a proven ability to mentor, motivate and build capacity within diverse Pacific teams while fostering constructive relationships across public, private and non-government sectors in a culturally sensitive and professional manner.
