PACER Plus Implementation Unit
The PACER Plus Implementation Unit (PPIU) is seeking a Consultant or consultancy firm to develop a Labour Mobility Operations Manual, Standard Operating Procedures and Operational Toolkit for the Solomon Islands Labour Mobility Unit (LMU), a four-month engagement to strengthen institutional systems and standardise operational practices across all labour mobility schemes administered by the LMU. The role is based remotely, with travel to Solomon Islands.
Preference will be given to Solomon Islands nationals or Solomon Islands consultancy firms. Where the required expertise is not available nationally, suitably qualified regional consultants or consultancy firms with demonstrated experience in Solomon Islands and the Pacific Islands region may be considered.
About the role
The Consultant will review current operational arrangements across all labour mobility programmes coordinated by the LMU, within the Ministry of Foreign Affairs and External Trade (MFAET), including the Pacific Australia Labour Mobility (PALM) Scheme and New Zealand’s Recognised Seasonal Employer (RSE) Scheme, and consult with the LMU and relevant government ministries, agencies and stakeholders to understand institutional responsibilities and business processes. Drawing on this review, the Consultant will develop a comprehensive Labour Mobility Operations Manual covering the entire labour mobility lifecycle, together with practical implementation tools including Standard Operating Procedures, workflow diagrams, templates, forms, checklists and reporting tools, and a governance and document management framework to support the Manual as a living document.
The Consultant will also facilitate a stakeholder validation workshop to present the draft Operations Manual and incorporate agreed feedback, and deliver an orientation and capacity-building session for LMU staff on implementation, maintenance and periodic updating of the Manual.
The assignment is expected to commence in August 2026 and run for approximately four months, reporting to the Labour Mobility Adviser, PPIU.
