PACER Plus Implementation Unit 

The PACER Plus Implementation Unit (PPIU) is seeking a Consultant or consultancy firm to develop the first-ever National Industry Policy for the Solomon Islands, a seven-month engagement that will support the Government of Solomon Islands to establish a strategic framework for industrial development, manufacturing growth, value addition, investment promotion, and economic diversification. The role will be based in Solomon Islands, with stakeholder consultations conducted throughout the assignment.  

Preference will be given to Solomon Islands nationals or Solomon Islands consultancy firms. Where the required expertise is not available nationally, suitably qualified regional consultants or consultancy firms with demonstrated experience in Solomon Islands and the Pacific Islands region may be considered.  

About the role 

The Consultant will work closely with the Ministry of Commerce, Industry, Labour and Immigration (MCILI), the Ministry of Foreign Affairs and External Trade (MFAET), PACER Plus Implementation Unit (PPIU), and other key stakeholders to develop a comprehensive National Industry Policy for the Solomon Islands. The policy will provide a framework to support industrialisation, strengthen manufacturing, promote value addition, enhance competitiveness, encourage investment, and create employment opportunities.  

The Consultant will undertake a comprehensive assessment of the industrial sector, including identifying opportunities, constraints, competitiveness challenges, investment requirements, and priority growth sectors. The assignment will involve extensive consultations with government agencies, private sector organisations, SMEs, investors, women-led businesses, youth groups, resource owners, industry associations, and provincial stakeholders.  

The Consultant will prepare an Inception Report outlining the methodology and stakeholder engagement approach, develop a Draft National Industry Policy for consultation and validation, and submit a Final National Industry Policy incorporating stakeholder feedback and implementation recommendations. The policy must integrate principles of gender equality, disability and social inclusion (GEDSI), climate resilience, environmental sustainability, youth participation, and good governance.  

The assignment is expected to commence in September 2026 and conclude in March 2027, reporting to the Director of the Industrial Development Division (IDD), MCILI, and the PACER Plus Trade in Goods Activity Lead.
