The PACER Plus Implementation Unit is looking for a Trade Adviser – Trade in Services, Investment & Movement of Natural Persons to join the team based in Apia, Samoa.
This job opportunity is open to all nationalities with candidates from PACER Plus member countries and the Pacific region encouraged to apply. The successful candidate will be eligible for expatriate support including housing allowance and mobilisation support for relocation to Apia, Samoa. Applicants who are Samoan nationals are not eligible for the expatriate allowances.
About the role
The Trade Adviser – Trade in Services, Investment & Movement of Natural Persons provides strategic and technical advice on trade policies, regulations, and agreements to support PACER Plus Parties in advancing Trade in Services, Investment and Movement of Natural Persons matters. The role is responsible for delivering technical assistance to strengthen capacity, promote regulatory alignment, and support regional integration, with the aim of facilitating growth in trade in goods. The Adviser engages closely with PACER Plus Parties, private sector stakeholders, and regional and international partners to identify and address barriers to trade and to contribute to sustainable economic development across the Pacific.

What we are looking for
The PPIU is seeking a highly experienced trade professional with a university degree in economics, international relations or international trade (postgraduate qualifications desirable), and at least 10 years’ experience in trade facilitation, trade policy, capacity development and trade advisory roles in the Pacific region, with a proven ability to design, analyse and implement effective trade policies.
The ideal candidate will have strong knowledge of international trade policy and regulatory frameworks relating to Trade in Services, Investment and Movement of Natural Persons, including regional and multilateral trade agreements and the Pacific Island context. They should have excellent written and verbal communication skills, strong stakeholder engagement, negotiation and influencing skills, and a demonstrated understanding of results-based management and the integration of gender equality, disability and social inclusion (GEDSI), human rights and climate resilience into trade policy and programme delivery. The ability to mentor, motivate and build effective teams, and to establish rapport across diverse cultures and stakeholders, is highly valued.
