Background:

The Arrangement on Labour Mobility (ALM) is an annex to the PACER Plus, and provides a regional framework to increase labour mobility cooperation in the region. The ALM was signed in 2017 by the following countries: Australia, Cook Islands, Kiribati, Nauru, New Zealand, Niue, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. The PACER Plus Implementation Unit (PPIU) is seeking proposals from suitably qualified locally and international based consultants who wish to provide services to develop the Pacific Guidelines on Sustainable Labour Migration.

Reintegration is increasingly understood to include the workers, their families and communities, and the broader social, economic, and governance environment in both labour sending and labour receiving countries. According to the International Organisation for Migration (IOM), reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Having achieved sustainable reintegration, returnees are able to make further migration decisions a matter of choice, rather than necessity. As such, a more integrated and nuanced reintegration approach that is adapted to the specific needs of Pacific labour mobility workers is needed.

Expected Outcome & Deliverables:

The Pacific Guidelines on Sustainable Labour Migration Reintegration aims to:

  1. Build on the IOM definition for reintegration to establish a holistic definition for sustainable reintegration in the context of Pacific labour mobility.
  2. Adopt General Principles that establish the standard for successful reintegration of Pacific workers.
  3. Develop operational guidelines for the implementation of the general principles.

The Consultant will deliver the following outputs, at the times indicated in Section IV:

  1. A short Inception Report – including a detailed work plan with draft research questions and methodology, general outline of the guidelines, and list of stakeholders for consultation.
  2. First draft of the Guidelines and presentation at the regional validation workshop.
  3. Revised draft of the Guidelines and presentation at the Pacific Labour Mobility Annual Meeting (PLMAM) 2025.
  4. Final Pacific Guidelines on Sustainable Reintegration.

Submission Guidelines:

Proposals should include at minimum:

  • A proposal that addresses both technical and financial aspects of the activity.  The technical proposal should be grounded in a thorough reading of the available material, demonstrate a clear understanding of the Terms of Reference, and response to the key skills and experience requirements.
  • Detailed curriculum vitae of the consultant(s).
  • Proposed work plan, methodology, timeline (1-2 pages).
  • Date of availability to take up consultancy.
  • Proposed total cost of consulting fees to deliver outputs and outcomes defined in the Terms of Reference. A daily rate for identified consultants should be included (inclusive of management fees), or at a minimum, a cost break down of consulting fees for each output/deliverable (inclusive of management fees). Costs for travel and other activity-related costs should be separated to objectively assess cost for consulting services. (no more than 1 page).

Selection Process:

The PPIU will select the preferred candidate based on the following process:

  • Technical Submission Assessment, scoring candidates based on their demonstrated ability to deliver services and meet the selection criteria identified in the Terms of Reference. The Technical Assessment Score will account for 80% of the overall score.
  • Financial Submission Assessment, scoring candidates based on their Financial Submission. The Financial Assessment Score will account for 20% of the overall score.
  • If required, candidates may be asked to attend an interview (most likely virtually). Candidates will be scored based on their response to a series of questions.
  • Any incomplete submissions will not be considered.
