Counsellor, Secretariat of the World Trade Organisation

Dr Martin Roy is Counsellor in the Secretariat of the World Trade Organisation, where he works in the Trade in Services and Investment Division. He is the Secretary of the Special Session of the Council for Trade in Services and works on telecom and computer services, audiovisual services, and distribution services.  Between 2014 and 2016, he was senior advisor at the Office of the Chief Trade Advisor for Pacific Island Countries, where he worked, in particular, on trade in services, investment and movement of natural persons. Dr Roy co-edited the Research Handbook on Trade in Services (Edward Elgar, 2016), and Opening Markets for Trade in Services (Cambridge University Press, 2008).  He has taught at the College of Europe, the University of Barcelona, and the World Trade Institute in Bern.

Richard Braddock is a founding partner of Lexbridge Lawyers, a legal practice and consultancy focused on international law and policy issues. Prior to this, he worked as a legal advisor and negotiator for the Australian Government on some of the most significant trade negotiations in the Asia-Pacific region, including the Trans-Pacific Partnership and the ASEAN-Australia-New Zealand FTA. Richard holds a Master of Laws in International Law from the University of Cambridge.

Ashish Narayan is a Programme Coordinator in the ITU Regional Office for Asia and the Pacific. In this role, Ashish is responsible for digital services and provides assistance on digital transformation strategies, digital services and smart islands. Prior to the ITU, he worked as Deputy Advisor in the Telecom Regulatory Authority of India where he worked on key telecom sector reforms. Mr. Narayan holds an MBA in International Business and a Bachelor's Degree in Electronics and Telecommunication Engineering.

UNCTAD, Geneva

Luisa Rodriguez Ortega is an Economic Affairs Officer at the Trade Logistics Branch of the UNCTAD office in Geneva. She is a member of the team drafting UNCTAD's annual review of maritime transport where her area of focus is mapping and analysing trends related to the supply of maritime transport services and infrastructure. Her work also covers monitoring trends and analysis regarding transport networks and corridors, ports, transport facilitation, sustainable transport and maritime transport statistics. She also worked for nine years for the Government of Venezuela, four of which as trade negotiator to the WTO. Luisa holds an MBA and a Masters' degree in Environmental Governance and Policymaking.

Blair Edward Lapres is an economist working on private sector development in the World Bank. In this role he specialises in value chain analysis, market segmentation, and cluster policy. His work aims to understand how industry trends are changing market structures and creating new opportunities for developing countries. Since joining the World Bank in 2010, he has worked with governments around the world in order to facilitate such improvements in private sector innovation and economic competitiveness. Blair is a graduate in Industrial and Labour Relations from Cornell University and Development Economics from Cambridge University.

Julian Fraga-Campos works as an Economic Affairs Officer within the Trade Facilitation Section at the United Nations Conference on Trade and Development (UNCTAD). His work focuses on supporting the implementation of Trade Facilitation initiatives, especially the strengthening of National Trade Facilitation Committees, as well as the development and implementation of Trade Information Portals in the Pacific Region.

Previously, he worked at the United Nations Economic Commission for Europe (UNECE) in its Trade Facilitation Team and has a background in agribusiness. Julian holds a Master's in Marketing Management and Distribution Channels from the Universitat Autonoma de Barcelona.

 

Ms Prewprae Chumrum

Prewprae Chumrum is the Executive Director of the Bureau of Trade in Services and Investment Negotiation at the Thailand Ministry of Commerce. She has worked in bilateral affairs (Asia, Middle East and African regions) and multilateral negotiations under World Trade Organisation for more than 20 years. She was also a member of the Sub-Committee of Drafting National Strategy on Environment and Sustainable Development during 2017-2018. She holds a Masters in International Business Economics from Anglia Ruskin University, United Kingdom.

Dr Andrea Giacomelli works as the Aid-for-Trade and Trade Policy Advisor at the Permanent Delegation of the Pacific Islands Forum to the United Nations, World Trade Organisation, and other international organisations in Geneva. In this role, Andrea promotes the establishment of regional initiatives in the priority areas of the Pacific Aid-for-Trade Strategy and assists Forum Island Countries to make better use of Aid-for-Trade opportunities. Before joining the Geneva Delegation, he worked as Consultant for the Pacific Islands Forum Secretariat in Suva, Trade Advisor for the Vanuatu Ministry of Tourism, Trade, and Commerce and as an Economist and Policy Advisor for the Government of the United Kingdom.

 

Ms Nilima Lal
Pacific Community, New Caledonia

Nilima Lal is the Economic Statistics Adviser at the Pacific Community in Noumea. She has been in this position since May 2011. Nilima is from Fiji.

Danny Burrows, founder of TradeWorthy, is a trusted adviser to government and industry on international trade, foreign direct investment, and digital trade. Danny is a former trade negotiator and legal counsel with the Australian Department of Foreign Affairs & Trade, and formerly an international projects lawyer with White & Case LLP.

He is a frequent presenter on international trade legal and regulatory matters, e- commerce and digital trade, and economic development. Danny holds a Masters in International Political Economy (with Distinction) from the London School of Economics, and a Bachelor of Arts & Laws (with Distinction) from Monash University.

 

Dr Sven Callebaut

Dr Sven Callebaut is a senior adviser on trade, digital trade and e-commerce in Asia and the Pacific, where he advises governments, donors and regional organisations in Southeast and the Pacific. He is the co-Principal of TradeWorthy Ltd and has worked on supporting developing economies to embrace the digital revolution. He was one of the architects of UNCTAD's eTrade Readiness Programme and authored 11 national eTrade assessments for Asia and Pacific economies (Kiribati, Samoa, Vanuatu, Tonga and Tuvalu).

He was the lead author of the PIFS Regional E-commerce Strategy and Roadmap (2021) and has led the formulation of the National E-Commerce Strategies of Vanuatu, Tonga and, most recently, of Samoa, Tuvalu, and the Cook Islands E-commerce Acceleration Plan. Sven holds a Master in International Economics from Sorbonne University in Paris.

Matthew Capper works as an analyst within the tourism team at ADB Pacific Private Sector Development Initiative (PSDI). He has over 20 years policy development experience, working within government, with NGOs, and regionally in the Pacific.

PSDI helps Pacific countries achieve sustainable and inclusive economic growth by improving their business environments. The tourism team provides technical support in the areas of evidence-based tourism planning, crisis management, financing sustainable tourism, and enabling private sector-led tourism. Matthew is a Fiji citizen and lives in Suva.

James Oughton is a Trade Policy Officer at the FTA Services and Market Access Section of the Department of Foreign Affairs and Trade (DFAT), Australia. His responsibilities include negotiating trade in services and related market access elements in Australia's Free Trade Agreements (FTAs).

He is currently working on the upgrade to the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) and Australia's FTA with India, the Australia-India Comprehensive Economic Cooperation Agreement (AI-CECA). He has extensive experience in public policy, including in trade policy and trade facilitation. James holds a a Master of Commerce from the University of New South Wales.

Hayley Kim is a Policy Officer at Manatū Aorere, Ministry of Foreign Affairs and Trade, New Zealand. She works in the Trade Policy and Negotiations Division, where she currently specialises in Trade in Services. Before joining the Ministry, Hayley worked in the public health sector where she worked in the project management space.
